I understand that and it would be a good argument for having a National Apprenticeship Service with complete competence. However, as we described in this morning’s sitting, there is a marriage between the funding agency and the National Apprenticeship Service. It is not only the sector skills councils that have a hand in this, but the principal funding agency and the National Apprenticeship Service. Why can all of this not be done by the National Apprenticeship Service or the sector skills councils? Why do three organisations have to be involved?
