Before we continue consideration of the Bill I have a few preliminary remarks. Members may if they wish remove their jackets during Committee meetings. Please would all Members ensure that mobile phones, pagers and so on are turned off or are switched to silent mode? We now proceed with clause by clause scrutiny of the Bill.
