Frankie Sulke: Of all the questions I thought I might be asked, whether I trusted the Government did not come up in my preparation. There is nothing wrong with the words in the Bill. It is always possible, though obviously not for current incumbents, to imagine that the words might be used unreasonably in future. How they are interpreted in terms of what reasonably might be expected from pupils could be argued. The main principle is perfectly reasonablethat local authorities ought to be doing their job in quickly turning round schools and ought to be held accountable and that the Government can intervene if that is not happening.
