I recall the very welcome support that the CBI gave to raising the participation age to 18. What is the CBI’s view on the need for local authorities to have at their disposal the tools to make raising the participation age a success by 2013—the time scale set out in legislation? Is that not a good reason for the delegation of 16-19 commissioning to local authorities?
