My second, more specific, question is directed initially to Mr. Wilson. One innovation in the workplace in the last 10 years or so has been the introduction of trade union learning representatives. They have played an enormous role in getting people to undertake national vocational qualifications for the first time. How do you see the Bill enhancing the role of trade union learning representatives under the new structure?
