The Minister is tantalising the Committee, but not satisfying it. Will he say what qualifying period he has been arguing for in Europe? If the Bill were an unstoppable vehicle into which he had the opportunity of inserting a qualifying period at some point in its proceedings, what period would he advise us to go for?
