I am not responsible for drawing up the rules on the classification of Government debt, although clearly I support them. They are there for good reasons. My clear understanding is that were we to insert the word “shall” in clause 3(6)(a), that would make us unable to classify the debt as a transfer from the public to the private sector. However, there are other protections available to us in clause 3(6)(b) and (c) to enable us, through the contract, to protect the interests of the graduate.
