Further to that question and before I start my series of questions, what mechanisms are in place to test market conditions? As other people asking questions have made clear and as the Minister has said, this matter is partly about track record, but it is also partly about market conditions. It would not be beyond the wit of man to devise a set of circumstances where you could test market conditions by well-established mechanisms. Has that been done?
