I was mid-sentence before we broke for lunch, Mr. Chope. We were talking about new clause 3, and I was asking whether it would be helpful, when you quite rightly said, “Order, order”. I was going to ask whether it would be helpful in ensuring that local authorities comply with the Hampton principles and continue to comply with them where they have had a track record of non-compliance.
