The hon. Gentleman’s amendment proposes the alternative that an independent person be appointed by the LBRO. Does he, therefore, see the LBRO appointing someone to operate, say, in the Environment Agency as a judge of whether a client of the Environment Agency—if we may use that phrase rather than the accused—has broken the law? How would the LBRO be able to ensure that level of specific expertise in the Environment Agency’s remit?
