I have been reflecting on the hon. Gentleman’s proposals for a state-run campaign. Can he clarify whether that state-run campaign is the Electoral Commission, which enables a transition from the current system to individual registration to be conducted without people falling off the register, or is he primarily talking about a campaign with a substantial increase in public expenditure that will take place every year to achieve higher registration?
