On a point of order, Mr. Illsley. I previously raised the matter of the Welsh framework clauses that are to be included in the Bill. I understand from discussions via the usual channels that it is now proposed that the new clauses will not be produced until towards the end of the discussion of the Bill. My concern is that the new framework powers may have an impact on other provisions that have already been discussed. I seek your guidance Mr. Illsley, as to whether that is a proper method of proceeding, given the impact it may well have had on previous discussions.
