I am grateful to the Minister. I will not press the amendment to a vote, but I hope that he will make clear on Report in precisely what circumstances, if any, it is envisaged that leaving the existing regime in place will achieve something. If clause 29 has the desired effect, are we clear that it is set out unequivocally so that no one will be tempted to go down that route?
