I was referring to paragraph 13 of schedule 1. Having looked during the break at the context of that particular provision for arrangements for assistance, it seems likely, although I await the Minister’s clarification, that it does not relate to assistance for people seeking to make representations. It is set in with other internal and administrative arrangements of the commission, and I suspect that that paragraph relates to the way in which the commission will be entitled to spend more money and buy in outside advice.
