I put it to the Minister that he is wholly and totally wrong and that he is accountable to the electorate, who will kick him out if he and his colleagues get it wrong. I was going to ask whether an oral question can be asked on an infrastructure project, but I think that after I indicated that I wanted to intervene, he distinguished between the word “explain” and words that he had used previously. One has to explain, but that is not the same as being accountable to Parliament. Does he believe that he is indeed accountable to Parliament collectively?
