Can I put it to you that, in some cases, when 1 per cent. is not agreed, perhaps the whole thing is not appropriate? It is not simply a numbers game. Theoretically, if only 1 per cent. was objected to, it is quite possible that the project should not go ahead. When we look at these things on a more regional basis rather than looking at them from a local authority perspective, you are moving the decision-making process further away—literally—from those who know about the area and know about that 1 per cent.
