It was not so much the pre-application stage that I was worried about. You have identified that it is important that the needs and concerns of local communities are a central consideration for the IPC, but if the Bill goes ahead, the IPC will not allow local communities to cross-examine, for instance. Do you still feel that the needs and concerns of local communities will be a central consideration for the IPC?
