I shall come on to the issue of infrastructure planning permission and accountability. In your submission you mentioned how, in relation to the IPC, the legitimate needs and concerns of local communities must be a central consideration and that they must be effectively consulted before an application is made. I just wonder whether you have any views about consultation at the stage when the IPC is actually considering an application, and particularly relating to cross-examination.
