If I may say so, I experienced the eight years of objections to the Cardiff Bay barrage, which I think most people would agree was time that was taken and expense that was involved to no good end. My point is that if there is frustration, you end up with everybody simply using every mechanism they can to delay the process. That is not necessarily good for objectors or for the process. What ways would you see of avoiding the frustration of delay at the same time as improving the quality of the process?
