The problem, I suppose, is that no one will have had the opportunity to test that further information, either through an adversarial or inquisitorial form, will they? You would have to take the Secretary of State’s assessment of that press information as read, in effect, would you not? Is that entirely satisfactory, given your desire to achieve consensus? Otherwise, you would have to reopen the inquiry, would you not?
