It is a mixture of both, and that flexibility is important in local transport policies. When a local authority comes up with a local transport plan, we want it to be clear about how its plans will be paid for. Of course, those plans must be economic—it would be ridiculous for transport authorities to come up with plans that they simply cannot pay for and are just a wish list.
