The hon. Gentleman is absolutely right. My amendment would have been more to the purpose if I had made that point. He will see that I shall be testing some of those words in a later group of amendments. I seek from the Minister some indication of exactly what she means by the word “economic”, how she intends to ensure that it is put into the guidance attached to the Bill and how she intends to make it known to local authorities for the purposes of their policy formulation.
