The hon. Gentleman proposes an interesting probing amendment and I am interested in his comments. Would it not have been a better probing amendment if, rather than deleting “economic”, he had inserted “add ‘effective and efficient’”? Those are the three “Es” that the Audit Commission uses to test the public sector.
