I have given this a lot of thought, but it seems to me that the hon. Gentleman’s proposal would increase the bureaucracy that he was trying to avoid by the previous suggestion. Most of us would want to know whether other information was available. We would want access to all those registers to find out whether we were donor conceived and to see whether they contained other information about us. That would result in a huge bureaucracy.
