The Minister was clear. He said that the characteristics of the operation defined whether it came within the embrace of the social housing regulator. He has now said that it is not the characteristics, but whether the organisation voluntarily registers that is important. If so, that would have allayed some of the concerns that I expressed in our earlier debate.
