I have been listening to what the hon. Gentleman has said about the renewal areas and the Thames Gateway. What makes him believe that setting up the HCA will lessen the scrutiny and auditing arrangements that he has talked about that are carried out by the NAO or by those investigating the Thames Gateway? Surely they will continue and if there are problems, they will be exposed.
