Does the Minister agree that because services for the homeless and street-sleeping people have increased over the past 10 years, we now have people on the ground who know the area that they are dealing with and where those people sleep? The count has become more robust and more accurate as we have progressed through the decade, because we have more knowledge of people, locally, on the ground, who know their clients at the shelters and the hostels.
