I will not pursue this because we will be able to do so in Committee, but I just make the point that 10 years ago we had a national scheme. By 2010, all we will have is a sub-regional scheme. I regard that as a disappointing step backwards. I think that the Government will have to come up with a better strategy for dealing with tenant mobility than the one that they have at the moment.
