If some developments are provided through the quota scheme—with private developers allowing a proportion of the properties to be made available to RSLs—rather than through exception sites for which we can insist on 100 per cent. and the social landlord is engaged from day one, those properties will be the smaller and less acceptable, or those built on the edge of a busy highway and the swampy bit at the bottom of the site that private owners would not want. I accept that this is blurring the planning and the housing provision side of government, but do you not think that there is a need for stronger regulation in the Bill to ensure that that is not one of the outcomes and that we do not end up with ticky-tacky boxes in the worst sites on the edge of developments?
