As always at times like these the debate still continues about whether a housing association is voluntary and non-profit-making or whether it is tending towards private profit-making activity. We have already had a discussion about what the regulator will regulate. Considering the balance between the private profit-making activity and the voluntary non-profit-making activity, should not the regulator be involved in ensuring that voluntary, not-for-profit housing associations do not transmute into something quite different, which would be of concern in relation to the delivery of social housing into the future?
