Thank you for that answer. May I draw you on to the ground of how this new agency will co-operate with other stakeholders, particularly local authorities, because concern has been expressed? The Bill includes the requirement for the HCA to be on the list of partner authorities that have duties to local authorities. In your view is that sufficient to allow it to engage effectively with local authorities?
