Before we begin our consideration of the Bill, I have a couple of announcements to make. First, Members may remove their jackets if they so wish during Committee proceedings. Secondly, I remind Members to switch phones, pagers and BlackBerries to silent during meetings of the Committee. I also remind Members that adequate notice should be given of amendments. As a general rule, I do not intend to call starred amendments.
