Broadly, I agree with the hon. Gentleman. Words are used within a context. In the context of shareholding, “minority” has a particular meaning. I do not think that the Economic Secretary has answered the question of why the people with a shareholding over 10 per cent. have to wait another year. That is the explanation that I would like to hear.
