Before the Minister goes into further detail, will she address the general philosophical question of the Government’s attitude towards the taxation of alcohol? How do the Government feel about using taxation as a weapon to help solve the social problems that have been pointed out so well by the Opposition, and about having differential rates for different types of alcohol? Will she set out her strategic framework for taxing alcohol?
