Will the hon. Gentleman help with this point? Would not amendment No. 21 simply allow the tax relief that the Government wish to give to entrepreneurs to be given to the stock exchange? That tax relief would therefore be available only to investors, not to entrepreneurs. It turns the whole idea of the tax relief on its head.
