The Minister says that people were given adequate notice to reorder their affairs, but part of the problem was that there was so much uncertainty about what the reforms would be, because the Chancellor dithered for months about whether there would be any backtracking on the reforms. People had only a short window in which to plan and reorder their tax affairs.
