I am grateful to the Minister for his comments and his explanation that the consultation was a bit more expansive than we might have guessed. We might not have guessed because there is no mention of those options having been discussed in the impact assessment. It simply looks at the option of doing nothing or having the current regime. Is it possible for him to place on the record or to supply to Committee members any details of the consultation that has taken place and of the risks that might have been identified with going down the competitive tendering route?
