On a separate point, the Minister has just said that Ofgem has calculated the cost of renewables to be about £7 to the average household. Will he confirm that that is the cost of the ROCs, and not the whole cost of the contribution towards renewable energy, because into that must be counted the EU ETS and carbon emissions reduction targets, which would give a figure of about £70 per £1,000 of electricity bills.
