To Dr. Roxburgh and Dr. Weightman, do you consider that the prospective regulations on clean-up and new build, particularly those in the Bill, such as the generic design assessments and the number of people employed to undertake them, will evidently lead to substantial delays? Do you consider the full weight of the regulator process to be imperative, or is there a balance to be struck between time scale and the weight of regulation as the process moves forward?
