I am trying to identify my hon. and learned Friend’s position. Let us take a plea of guilty that is to be dealt with by the single judge—the jury not having been empanelled. Is my hon. and learned Friend suggesting that in such a case a jury should be empanelled, as it were, on a Newton hearing to determine whether or not the offence is terrorist related?
