These amendments were also tabled by my hon. Friend the Member for Newark. They are simply probing amendments to gain an understanding of what the word “samples” encompassed in the two clauses. I think that I know the answer, but if the Minister would like to explain the matter to the Committee, I am sure that my hon. Friend would be pleased to hear his response.
