I am not necessarily challenging the Ministers assumption that environmental damage can be derived from paper bags. Nevertheless, they are made from an entirely renewable resource. In terms of their impact on the environment at disposal, although there is some release of greenhouse gas emissions when they go to landfill, if they are recycled they are surely a more environmentally friendly option than plastic bags.
