I may have picked up many fixed penalty notices for parking offences, and they were richly deserved where the evidence was clear. Who will judge whether a householder has got it wrong with recycling? Will the hon. Lady tell us the type of mistake that could lead to—I am glad that it will not be a criminal record—a fixed penalty? Would those mistakes include putting the wrong sort of card or paper in the wrong box?
