As I understand it, the Government’s position is slightly broader than that. Essentially, they are telling the Committee that the decision cannot be taken by MPs, but by the Committee on Climate Change. On Second Reading, the Minister was asked twice whether the Government would accept and implement the Committee’s recommendations. I was concerned, because on both occasions he replied no. Even if the Committee comes up with a recommendation of 80 per cent. or more, we have no guarantee that Ministers will accept it, unless we get a clear undertaking. Surely that raises another issue of credibility.
