The clause is fairly wide-ranging—as the Minister has indicated—and it is up to the Committee to decide how broad it wishes the clause stand part debate to be, bearing in mind that we need to try to avoid covering too much ground that will be touched on under other clauses. If it becomes necessary to embrace other arguments and discussions prior to further clauses being reached, I shall bear that in mind. As the issue is complex, I am acutely conscious of the need to have a fairly wide-ranging debate now. The decision is in the hands of the Committee.
