The hon. Gentleman has just mentioned distinction. Liberal Democrat Members are having difficulty in distinguishing between amendments Nos. 46 and 47 as written in the amendment paper. Are they written correctly? They appear to be word for word identical, and it is a bit hard to understand why two amendments are needed to do the job of one.
