For the avoidance of doubt, or perhaps to avoid concern on the part of the Committee, I think that the Minister means clauses 38 and 40—not new clauses. Fertile we may be on these Benches; disrespectful and even stroppy we may be from time to time. Nevertheless, our book does not run to creating 38 new clauses, although, if tempted, we might be inclined to add to their number.
