Before we begin, I have a few preliminary announcements. First, hon. Members may remove their jackets if they wish. Please will all Members ensure that mobile phones, pagers and other electronic devices are turned off or switched to silent mode during our proceedings? I remind the Committee that there is a money resolution in connection with this Bill, copies of which are available in the room. Last week, the Committee sat to take oral evidence, but we are now back on the more familiar territory of clause-by-clause scrutiny.
