Before the Minister moves on, I do not feel that she did amendment No. 187 justice. We want to replace “may” with “shall”, so that the provision read “shall make regulations”. We are talking about general regulations here; as I understand it, they are not specific. Surely it makes sense for the Secretary of State to be forced by the Bill to make those regulations, rather than having the option of doing so. Perhaps she can go into more detail.
