Not only do I support the hon. Gentleman’s amendments; I cannot understand why subsection (4) was there in the first place. It is clearly a massive improvement to remove the requirement for that wholly unnecessary guidance, and I am grateful to the hon. Gentleman for having proposed that we do so.
